DESCRIPTION: Lake Phipps is comprised of three separate dams. Two are earthen dams, and the third is a stone masonry dam with an outflow spillway (pictured below). The project consisted of a Phase II Study to document the current condition of all three dams and determine possible repairs to bring the dams up to current DEP requirements. Our study entailed a thorough field investigation, a topographic survey, a geotechnical evaluation, an environmental assessment conducted by a soil scientist and a complete hydrologic and hydraulic analysis. All of our findings were documented in a Phase II report which outlined the deficiencies in the dams along with alternative repair scenarios and the associated costs.
Macchi Engineers completed the final design services for the repairs of the three dams including the development of plans and specifications for repairs, cost estimates and preparing DEP and ACOE permits. The project also included the replacement of a twin 15” diameter pipe culvert with a twin 10’X5’ concrete box culvert. Responsibilities included coordination with the DEP and the City of West Haven throughout the project and for the full-time construction administration and inspection services and preparation of the emergency operation plan.
